Magistrate David Fanning

Magistrate Fanning is a staunch advocate of therapeutic and restorative justice practices.  Magistrate Fanning has presided over the Neighbourhood Justice Centre's multi-jurisdictional court since  2007.  His Honour has extensive experience as a lawyer and a social worker. Before becoming Tasmania’s Commissioner for Children in 2004, he spent 15 years as a barrister in Melbourne, specialising in family law, child protection, juvenile justice and mediation.

Director - Elissa Scott

Elissa Scott is a strong advocate for non-adversarial justice and community justice. With degrees in social work and law, Elissa has advocated on behalf of some of our more disadvantaged community members, including people from culturally and linguistically diverse backgrounds, victims of family violence, Aboriginal and Torres Straits Islanders, and youth offenders. As lawyer, she was a strong advocate within the criminal justice system. Prior to joining the NJC in 2017 Elissa was Program Manager, Summary Crime, Victoria Legal Aid. 

Louise Bassett - (Associate Director) Manager, Strategy & Innovation

As strategy and innovation manager, Louise explores and develops new ideas and initiatives, which have the potential to benefit the local community, practice at the Centre and the justice system. Louise oversees strategic planning and managers the Program Innovations Team, who work on education, crime prevention, digital innovation, and the monitoring and evaluation for the Centre. 

Hieng Lim - Senior Program Manager, Crime Prevention & Community Justice

Hieng develops and implement of reform programs in the justice sector. His focus is finding solutions to complex social disadvantage through community engagement, building social capital, collaboration with community and organisational partners. Hieng is a specialist in alternative dispute resolution, mediation, facilitation and relationship building. He co-chairs   the Victoria Street Consultative Group, and is director of the board of Child's Rights International. His is lawyer and scientist by training, and has been at the Centre since it opened.  

Matthew Cocomazzo - Team Leader Alcohol and other Drug Clinicians

As team leader for client services and a drug and alcohol clinician at the centre, Matthew ensures his team operates smoothly and seamlessly. In addition Matthew provides direct support to people who present at the Centre with drug and/or alcohol concerns. Client work entails assessment, referral services and supporting clients throughout the journey of engagement with the Centre. Matthew has been with the Centre for four years.  

Damian James - Senior Registrar

Damian manages the Centre's team of four registrars and the Neighbourhood Justice Officer. Damian and his team provide the administrative support to the court. In addition, he performs statutory roles that include performing quasi-judicial functions, such as issuing warrants and summons. Damian is also the longest serving volunteer in the Collingwood All Star program, the soccer program for local children and teenagers run in partnership with Victoria Police. Damian has been with the Centre for over eight years.

Jay Jordens - Neighbourhood Justice Officer

Jay Jordens is the Neighbourhood Justice Officer (NJO). As NJO Jay acts as a conduit between the court, service providers and the community served by the Centre. Jay facilitates the Centre's unique Problem Solving Process, is closely engaged in the day-to-day operations of the court, and routinely provides assistance to community members and professionals attending the Centre. Jay speaks Vietnamese and Khmer, skills which he brings to bear assisting clients who require translated services. Jay is a qualified trainer and experienced public speaker.

Diane Arsic - Office Manager

Diane Arsic is responsible for managing the NJC Information Team and a range of administrative and office support functions, including reception services, office support/ administrative services, facility management, HR, finance and budget, purchasing and contract management, records, fleet management and general project management of administrative related matters. Diane lead the team in delivering high quality services to our clients and is committed to making a difference in the community the Centre servcies. Diane has been with the Centre for almost 7 years.
